Board Member
Darryl has over 35 years in manpower analysis, general administration, training and logistics management, labor relations, and human resource management in military, federal civilian, state and corporate environments. In addition, he has served as an Adjunct Professor at Penn State University – Harrisburg; Central Penn College and Eastern University teaching graduate and undergraduate level business management courses that range from labor management relations to Corporate Social Responsibility and Ethics to Strategic Leadership. He holds a BA in Organizational Management, Eastern University, and a Master of Business Admin, Shippensburg Univ both with honors. Also a graduate of numerous military courses including the Reserve Components National Security Course, National Defense University, Washington D.C.
More than 36 years of full-time military service in the Army National Guard with positions of increasing responsibility including Deputy HR Officer. As a CW5 was assigned as the first Command Chief Warrant Officer for the Pennsylvania Army National Guard. Served on the Warrant Officer Advisory Council as a regional chair for the National Guard Bureau, Washington DC.
Numerous military awards including US Army Legion of Merit, PA Distinguished Svc Medal, several MSMs.
Past Member (Public-at-large) and Vice President, Architects Licensure Board. Department of State, Commonwealth of Pennsylvania, twice nominated by Governor Tom Corbett, and once by Governor Tom Wolf; confirmed by full state Senate three times. Past Public Director, Board of Directors; National Council of Architectural Registration Boards (NCARB), Wash D.C. Awarded Presidents Medal for Distinguished Service NCARB.
Served with U.S. Dept of Defense Employer Support of Guard and Reserve (ESGR) as an OMBUDSMAN.
Past Chairman, Board of Directors, Keystone Service Systems, Inc –A $120M enterprise with 2000 + employees as the largest subsidiary of Keystone Human Services providing mental health services, intellectual disabilities services, administer a federal Head Start program in greater Harrisburg area and Susquehanna Service Dogs. Member of Leadership Development Committee of Keystone Human Services.
